This guy I don't like has asked me out 3 times please help?

okay so over the coarse of a year this guy has asked me out 3 times And I let him down very nicely every time I don't want to break his heart but quite frankly I just want to tell him to piss of because putting it Nicely just docent work. This is really putting me threw hell because my best friend has a crush on him.
