How can I make my hair not fuzzy anymore?

My hair is very fuzzy and is coarse. I wish it was more loose, soft and not so thick? I shampoo and condition twice a week cause everytime I do it becomes even more frizzy :< I use dove, and I take cold showers. What can I do to make my hair not fuzzy, loose, smooth, silky, and softer?
