Where can i get my belly pierced if im 14 in south elgin, elgin or st. charles in illinois?

Of coarse if i got it done i would have my mom with me and i would have permission from both parents....i know some of you will say i am young but i am mature and going into highschool...i dont mean to look like a skank or anything (i am total agianst it all like being a how and stuff) its just something i wanted for awhile...i cant get it though if i canat find a place that will let me get it done with a parent!?!?!??!?!? HELP
